Citizenship
To be a citizen of the Republic of Turkey.
Education
The YLSY Preference Table published annually by the Ministry of National Education includes the fields to be studied abroad and the undergraduate programs to which applications can be made. Candidates who have graduated from the specified undergraduate programs by the application deadline can apply.

Academic Grade Point Average
Candidates who have a general academic grade point average of at least 2.50 for universities that use the 4-point system or at least 65.00 for universities that use the 100-point system can apply.
ALES
Having received at least 75 points from the ALES score type accepted by the program to be preferred. (ALES scores are considered valid for five years from the date the exam is announced.) The year and period ALES scores accepted are clearly stated in the YLSY Application and Preference Guide published each year.
Age
For the fields with the Level of Education to be Completed specified in the program to be applied, it is required not to be older than 30 years old for the fields with the Level of Education to be Completed as “Master’s Degree” and “Master’s Degree and Doctorate”, and not to be older than 33 years old for the fields with the Level of Education “Only Doctorate”.
Foreign Language
A language score is not required as a prerequisite. Candidates who do not have sufficient foreign language scores for university applications can participate in language training. Candidates with sufficient language scores can directly start their master's/doctoral studies if they are accepted by universities that meet the requirements.

Military Service Status for Male Candidates
For male candidates, it is required that they have no military service obligation (exemption from military service, having completed military service, currently doing it or being able to postpone it).
Health Status
The health status is required to be suitable for studying abroad and working anywhere in Turkey. A health board report is requested from candidates placed in the quotas.
Other Conditions
Not to have received a disciplinary punishment more severe than a reprimand during their higher education.
Candidates who have successfully completed their master's degree within the scope of Law No. 1416 and have performed their compulsory service (except for those who have completed their doctoral studies) can apply. However, these candidates can only benefit from the scholarship for doctoral studies. Those who are eligible for a scholarship must document that they have completed their compulsory service before starting their education in Turkey or abroad. Applications from those who have completed their doctoral studies within the scope of Law No. 1416 are not evaluated. Candidates who applied for the YLSY scholarship and were placed in the last three years are prevented from making a choice by the system.
